VA Lied! Unwritten Rules Released

Everyone in the country believed the Department of Veterans Affairs (VA) was exactly what many of its marble facades claimed to be: a place where service was honored and promises were kept.
Only a handful of people knew about the basement.
There, beneath fluorescent lights, sat the legendary "Department of Narrative Integrity," where clerks didn't process claims, they processed stories. Every application for benefits that arrived was fed into a machine called The Doubter, an aging computer programmed with one directive: Never say yes if maybe can become no.
A few VA executives knew about the “binder” they shared amongst themselves. "The Black Binder," a collection of unwritten rules. If a medical record was crystal clear, ask for another opinion. If witnesses agreed, question their memory. If paperwork arrived on time, insist a different form should have been submitted first. Delaying a claim for benefits was never called a delay, it was affectionately known as "administrative refinement."
New employees who questioned the process were escorted into conference rooms, where senior managers reminded them that statistics mattered more than veterans. "A denied claim," one supervisor whispered, "is a budget victory."
The darkest secret of all wasn't hidden in locked filing cabinets or encrypted servers.
It was fear.
VA employees convinced themselves they were merely following procedures, even as veterans spent years navigating endless loops of requests, appeals, and unexplained setbacks. Every denial became easier than the last, until no one could remember whether the rules existed to find the truth or to bury it.
Mr. Walton explained that he first heard the rumor during a casual conversation at a local veterans' gathering, where several former service members were sharing stories about recent VA events. He recalled that one veteran mentioned it as something they had heard from a retired VA executive. "It caught my attention," he said, "but I've been around long enough to know that rumors can take on a life of their own." He emphasized that he chose not to treat the information as fact until it could be confirmed through reliable sources, believing that accuracy mattered more than repeating an unverified story, but, he wanted to share it with USVCP. And, to date, the story has not been verified.

I tried to file my first claim for injuries I received playing touch football against the marines at the Naval Station in San Diego CA 1962, I was the center 140 pounds and when I hiked the ball I got hit hard and ended up unconscious taken to the navy Hospital with a dislocated right shoulder, right elbow sprained, left shoulder sprained, chipped teeth, busted ear drum, Dr wrote a Chet work I could do with one arm taped to my chest for 8 weeks. They didn't reset my shoulder, it healed with my clavicle bone sticking up on my right shoulder. When I was discharged, I tried to get them to fix it. They said I had to prove it and my records were burned up in a fire, they lied, I took a vacation day and made am appointment with a man in US Military record Center on Page St. in St Louis, Mo. My wife Mary and I who have been married since May 1965, with 2 children. We arrived at 8am and the man came in then went out to lunch, came back and left at 4pm, said he didn't have time to see me. I filed many claims over the years, finally in 2003 I found the original CHET the Dr wrote, sent a copy and within a month they found my records and I had surgery to repair my right shoulder. They cheated me out of years of good health. My right shoulder still clicks with pain, my right elbow still pains, and my left shoulder and teeth along with my ears drums are bad. Other ships, Monticello, Agraholm, ATOMIC ASROC rockets and DRONES helicopter. I was one of ten that helped the crew,275 disembark to the MIKE boats to the Montacello LSD, Swordfish submarine, 4 aircraft, aircraft carrier recorded it all on US NAVY FILM 11:30 minutes long, I have a copy. We were expendable.
