Q849: Does anyone know of a list of doctors I can contact online to write a DBQ for me? My VA doctor says she cannot get involved in disability claims and will not complete a DBQ for me. I went to a civilian doctor and he said he does not know me long enough and he will not write any thing going to the VA. I’m up a creek. I need a qualified professional to write a DBQ for me but none will do it.
A1: Your VA doctor is either lazy, ill-informed or both.
VHA DIRECTIVE 1134(1)

PROVISION OF MEDICAL STATEMENTS AND COMPLETION OF FORMS BY VA HEALTH CARE PROVIDERS
4. POLICY
Except when specifically prohibited, it is VHA policy that providers, when requested, must assist patients in completion of VA and non-VA medical forms and provide medical statements with respect to the patient's medical condition and functionality. (RJ) 3/30/22
A2: Yes, you have a frustrating situation. The VA doctors aren't allowed to complete DBQs because the VA pays C&P doctors to do that job. There are doctors out there that specialize in writing nexus letters and completing DBQs, but often times you'll pay for it. There's one that charges $5000 to get you service connected but he is very well credentialed. I would let the VA do their job and the C&P examiners do theirs and if you aren't happy, then you can always do a higher level review or appeal it. (DS) 3/30/22
