Q818:  Does this new policy about service-connected disabled vets using base facilities apply to 0% also? And will a letter from the VA stating 0% service-connected disability serve as proof to enter the base?

A1:  From what I have researched as long as your VA medical card has the phrase below your picture service connected you can get base privileges.  (GR)  2/10/22

                  

A2:  Veterans with a service-connected disability will need a Veterans Health Identification Card, or VHIC, to able to gain access to the bases and use these facilities. ... Only the VHIC qualifies as an authorized form of ID.  Primary Family Caregivers must have an eligibility letter from VA's Office of Community Care." To get the VHIC, you must be enrolled in VA's healthcare system.  This is accomplished by completing a VA Form 10-10ez and submit this to the local VA healthcare facility with your DD-214.  If you have a "0%" service-connected disability, the VAMC usually puts "service connected" on the card.  If you are "0%" service connected only, you have to be below the VA's means test threshold to be enrolled in VA healthcare.  (DS)  2/10/22
