Q521:  When at time of retirement /discharge a soldier has a medical condition that is recognized and service connected but is given 0% rating. The question is this, when later the condition is considered ratable and soldier is then rated at 100% for the same condition why isn't the person notified and records updated to show entitlements/compensation recomputed from original recognized date? This is conditions associated with the Neimer claim.
