A1: From my experience, the VA doesn't use the FInal Rule or do they focus on it. If you have a Mental Issue, The DSM-V will not do any good, What you need is a Psychiatrist or Mental Health Specialist to write you a letter establishing your Score from them is 40 or below in the category of your ability to function. Look up the requirements for the VA Rating for Mental Health Scores and what the DR. or Expert rates you as. My score was a 35, be careful if your score is 20 or lower, they will Hospitalize you unable to function in society. Do your research. VA Site, do a search for VA PTSD Rating requirements and base your claim on this with the letter from your Dr. If the Final Rule can help, have them include that with the letter as to how it is service related. IE-Working around the Burn Pits, caused severe lung damage and how it is noted in your Medical Record or what your Dr. says in her/his letter. My memory slips at times-I think it is the Axis Scores that makes them consider your rating. Do your Do-diligence and learn what the VA requires your Dr. Letter must say in order for your to qualify for the rating. It's a Pickle I tell You. Don't give up, locate that one Service VA Rep that is willing to go the extra mile and hasn't come complacent in their job. Semper FI! (ES) 7/25/20
