A1:  You have to use your Insurance first then VA should pick up what.  Is due afterwards. Had the same issue my husband had motorcycle wreck air flight to hospital. Couldn't take him to VA cause they were not able to fix him due to not having the right equipment. So VA approved the 2 surgeries but never paid. What we were never told until to late. He had Medicare and Medicare pays first then VA.  (MB)  9/10/19

A2:  When you went to the ER did you call the VA? If not you should have. You can go to an accredited VA Urgent Care Facility. Also what percentage are you? If you are not 50% you can be charged with a co-pay. Also the VA can bill your Insurance Company for a co-pay regardless. Remember your insurance company pays and not you. No it is not illegal.  (GH)  9/10/19
